It's 256 SMRT pixels crammed into a flexible display!  Smart pixels give you 24 bit RGB colour control from your microcontroller, this "panel" is made on a flexible PCB so you can place it anywhere.  The pixels are effectively one line string, but aligned in a 16 by 16 format.
